Dr Kibogoya was the UDASA chairperson from 2009 to 2012. He worked with the University of Dar es Salaam from 1985 when he was employed as a Tutorial Assistant up to his retirement in 2017 as a senior lecturer in linguistics. Currently, he is serving as a Senior Lecturer at Tumaini University Dar es Salaam College (TURDACo).

Dr Kibogoya has an MA in English Language and PhD both from Lancaster University in the UK. He also has a BA in Education from the University of Dar es Salaam.

When at UDSM, Dr Kibogoya served in many academic positions such as a member of a school, college and university boards and committees; member of the University Senate and Council; Director of the Centre for Communication Studies; Coordinator of different programmes; chairperson of the National English Subject Panel; and Lead Member of the Committee for establishing the Harmonized Scheme for Public Universities and Colleges Academic Staff. He was also an external examiner at various institutions of higher learning and an Assistant Professor at Hankook University in South Korea.

Dr Kibogoya taught English, Linguistic and communication courses for undergraduate and postgraduate programmes. He also supervised several master and PhD research students.
